Does anyone else feel that this particular piece that plays during the Fight between Bond and Zorin act like a closing Instrumental to Moores Time as Bond?

No, not at all. It's just the action theme for that particular movie, a shade more memorable than its equivalent in OP and structurally similar to OHMSS- most notable during the PTS of course.

I actually see where you're coming from AOS! The music itself is drastically different than that of previous Moore films and it's certainly memorable. I can't put my finger on why but it feels like a fitting send off for our Rog, almost like it's heralding in a new era. On a side note I think the closing music of LTK (If I asked you to) is a perfect send off to Dalton and the classic Bond era of 1962-1989.

I know what you mean, especially when GE to DAD feel a bit separate from the previous Films.
