  Abuse of power happens regardless of system of government. In the UK there is the so call "revolving doors" were politicians when they leave office they go into the sort of business that does very well out of the policy he/she created when they are in office. At least the Chinese are punishing corrupt officials while in some countries such as here in the UK they gave corrupt officials golden handshakes and they can go write a book and movie deals.

  Cressida Dick got promoted soon after her botched security operation that shot an innocent man dead. She just received a CBE in the New Year honours.
  Sir Jimmy Saville was protected by the upper echelons and was confident he will never be prosecuted while he is alive because if he does, according to his own words he gave in an interview, half the police force will go down with him. They gave him a knighthood to protect him and themselves.

  Not sure where you get your information from BUT....once you die you cease to be a 'Sir'...or a 'Dame'...THAT is the reason why his title wasn't revoked...because he doesn't have one to revoke...just as you can't retrospectively knight someone after they die...so it really is just Jimmy Saville now...
