I think that's a sound theory. However, it's quite possible that the only one who knew of the "larger organization" involved was White. He's the guy in all the movies (except Skyfall) who seems to have a hand in each of the other organization's doings. He's likely the one who has been making things happen for the other guys (LeChiffre, Greene, et.c), though letting them set themselves up as targets, keeping the real masterminds safely hidden.
