S.P.E.C.T.R.E. logo and the ring

Who's idea was it to make the symbol of the organization? Why an octopus? Were the rings in the novels by Fleming or was that a movie invention by Broccoli and/or Saltzman or Johanna Harwood? Thanks in advance.

    The rings and octopus aren't in Fleming's novels.
    Suspects for thinking them up would include Richard Maibaum and Terence Young.
