In Casino Royale, she also said that Vesper must have known she was going to her death when meeting with Mr. White, that she must have known Bond was Bond, and that she must have made a deal to spare Bond's life, so there various points from that film alone Bond could have been referring to. It could have connected to the previous film as well as to her line in this one about "we never really know anyone." There are enough script vagueness to make several connections.
