Moonraker Production Question

When Bond is walking up the steps for his cable car ride from Morro da Urca to the top of Sugarloaf; was that whole scene (Bond walking up the steps, then to the cable car house with the "7-Up" signs) filmed on a set ? Or was that on location, then they filmed the cable car crash on a set ? Thanks
