Does anyone else find it odd that Bond in TLD lets Kamran Shah out of his cell? I mean, he could be anybody...

If you're getting out of a Russian prison, freeing a prisoner has few drawbacks. "The enemy of my enemy..." and "You scratch my back..."
It's certainly not odd in terms of the plot. Bond's act of kindness in freeing Kamran Shah later comes in useful when he seeks his help in attacking the Russians at the airbase. And as @Revelator says above, "my enemy's enemy is my friend".
He probably figured he wasn’t a foaming at the mouth homicidal lunatic, and therefore no immediate threat to him, so best case he was going to cause trouble, but trouble for the Russians (which incidentally turned out to be true).
Releasing prisoners from a civilian prison is irresponsible, but to release prisoners from a military prison, particularly that of an occupying power, is a different matter.
Good point. Shah was almost certainly going to cause trouble for the Soviets, so helping him escape was a smart move for 007. it's also not unlikely the Soviets would focus mainly on Shah when going after the escaped prisoners and maybe assume he instigated the breakout and not Bond.
