The biggest problem with the scene is that it is tacked on to the end and doesn't flow with the movie. I really like that Koskov is arrested rather than killed. It would have just been repetitive if he was killed too.
    structurally that's a bit similar to Fleming's Diamonds Are Forever ... everything's blowed up, he's got the girl, he's even finally killed off Wint and Kidd ... then there's this one addendum scene where he shows up in Africa just to finish off the otherwise unseen second Spang brother, does not flow from the previous chapter and could have happened any period of time afterwards. Really they should have just got a local agent to take care of that last bit of business, simply pulling a trigger hardly requires Bond's problem solving capabilities

    I'm pretty sure Zorin wasn't licenced to kill though , there is a difference between him and 007 , y'know :p
