I suspect they'll fit more like a 30" waist if the measurements given in the listing are accurate; I find many brands 31" labelled trousers actually measure more like 33 - 33 1/2" around the waistband; these are closer to 32"

I'm 5'9" and the 28" legs may work for me depending upon the inseam.  I'll give 'em a shot if I can get 'em cheaply enough.

Same here, I’m at 5’10” and a 30 is normally about right.
