Will the Daily Express strips ever appear on a digital format?

Titan put out many volumes of the wonderful Daily Express comic strips. However, Titan has never released them in digital form. I love reading Dynamite's Bond comics on an iPad and would love to do the same for the Daily Express stories. I wonder why haven't done that yet. It's certainly an untapped market for them. My guess is that Titan would have released them that way if they could. I imagine that one of the rights holders doesn't wish to seem them released in an e-format yet.

Does anyone have any insight?

I would not be surprised at all if Titan did eventually release the Daily Express comic strips digitally. I have not heard anything myself, so like you suggested I am guessing it is a rights issue. With Bond 25's cinema release next year, it would be a great time to digitally release them.

You have a good point about timing it to the release of Bond 25. If Titan can do it, that would be the best timing. I'd love to a have a digital copy of all of the comics. Less storage space. And easier to read.

However, with the number of resources that Dynamite is putting into their Bond comics, it seems unlikely that they would want a competitor. I imagine IFP would also not want to split focus. This is all conjecture on my part.
