Doesn't ring any bells, though Bond in various films and played by various actors has used a camera. Are you thinking of Dean Martin in the Matt Helm films, especially "Murderer's Row"?
I am pretty certain that you are referring to A View To A Kill, in which Roger Moore's Bond poses briefly as a newspaper reporter.
