Leiter was talking about something else entirely. He was so gay for Bond, he was warning 007 that if he didn't leave the bar RIGHT NOW, he was going to take him, right there, dammit, and to hell with what society thinks.

It was just a spooky coincidence that a bunch of Navy Seals were outside as well.

Leiter is merely estimating, he doesn't know for sure, but he knows it will be fairly soon.

Still makes no sense at all to me! I can't remeber it very well though. What were his CIA men doing?

Remember the British Foreign Secretary being mad because Bond has been killing people all over Bolivia and Austria (except that he didn't kill the British agents, he was framed by Quantum)? Remember he warned M to bring Bond in, before the Americans take him down?

That was the CIA trying to take Bond down. (They wanted him out of the way because he was spoiling their deal with Greene to replace the unpopular Bolivian government with their preferred leader, the serial rapist General Medrano).

Felix didn't run because he is CIA and was probably calling the shots on the kill-Bond operation; but we know he has a soft spot for Bond so he tips him off as to when he should make his exit.

Do pay attention.

Thanks that cleared it up nicely! Its so hard to figure out whats going on though as you can hardly hear Bond and Leiter speaking. Theres other bits in the film too where people are just mumbling to one another.

Leiter was not really in charge, Beam was the one who sent in the black-ops team to arrest/kill James Bond, but Leiter was used as bait since he had a working relationship with 007 and the first contact Bond would go to, after Mathis' death.
