Although he shows up only in the final third of the novel, it does concern Bond. . .in fact he's the "spy" of the title! At any rate, Ian Fleming wrote it, Bond is in it, and there's even a reference to Bond's hunt for Blofeld following Operation Thunderball, so any way you slice it, this is part of the James Bond series.

Absolutely it should. I find that to be a very odd question. Even the short stories that barely contain Bond are undeniably part of the Bond library.

I will admit I've only read it once a long time ago ( in a galaxy far,far away ) and sure Bond is only in the last third of it, But from memory the last third is a cracking read. So yes it should be part of the series.

I think it should be. I know it is not a 'standard' Bond adventure, to me it reads more like one of the short stories, a day in the life of 007 so to speak.

Would love a Craig film which starts off like this, sort of Psycho territory, with dippy Suddenly I See type chick flick song over titles and no Bond for first 20 mins to half an hour, then he arrives at a key moment in motel shock would-be torture porn scenario.

I'm in the minority in that I really like TSWLM. Yes it should certainly be included in the series.
