Has to be Connery. While Moore might've had some great leading ladies who are well remembered - Connery had a great collection.

DN: Miss Taro (so beautiful), Trench and Undressed.
FRWL: Trench again (ooo yeah) and Tatiana, a couple of gypsies.
GF: All of them.
TB: The best ensemble of Bond girls in a single film.
YOLT: Aki :x
DAF: Only let down out of his films.

I'd say the Moore films had the most memorable Bond girls followed by Connery. I am a huge Brosnan fan, but outside of GE they aren't that memorable. Craig's outside of CR have not been memorable.
