Strangeways, I think that’s not a bad idea in theory, but the only problem with it is that the clues aren’t limited to dialogue. They can be anything – a character name, a location, a gadget, etc. So it might be tricky to enforce a rule that is only in effect for a percentage of the time. Does that make sense?
