In response to the Bond films adapting the Fleming novels: For every book adapted into a film there has always been a change to characters, dialogue and plot. Sometimes more things appear in the books, sometimes more things appear in the films. I never really thought it's such a great idea to use the Fleming novels to explain inconsistencies and unexplained things in the Bond films since the adaptions were never meant to be one-to-one translations of the books onto the screen. The Fleming chronology is clearly different to the one established in the films.

To answer the inconsistency in TB:

In FRWL it's never established that the training academy was devoted to just killing Bond. It's clear Spectre know who Bond is in the film - the whole plot revolves around Bond but the mission to kill him was limited to just Grant. The mask at the beginning was used to train Grant. It's never implied that the other Spectre agents in the training ground know who Bond really is other than the ones who are monitoring Grant's training scene at the very beginning of the film.

Spectre do know who Bond is in TB. Count Lippe tries to kill Bond in the clinic after just being introduced to him and then later when Bond is in his DB5. It's possible though that Volpe kills Lippe in his car and spares Bond to try to throw Bond off course. Why would a mystery biker kill Lippe? Also if Volpe killed Bond in his car, then MI6 would investigate what happened at Shrublands and probably work out that something is going on with Derval. Spectre probably assume that Bond doesn't know anything about Derval from Shrublands so there is no reason to kill him at the moment. Remember Spectre are plotting one of their most ambitious plans ever so killing Bond before the plan has been executed would trigger off alarm bells at MI6.

When Bond arrives in the Bahamas, he introduces himself to Largo and rubs it in knowing about Spectre. So Largo and his gang clearly know that this is Bond in the casino scene. I think they decide to play it cool and let Bond carry on with his assignment since he first needs to gather evidence of where the nuclear missiles are. If they kill him too soon, MI6 would know that the missiles are somewhere near the Bahamas and this will thwart their plan later on. This is even mentioned by Volpe when she is taking part in the clay shooting.

Lippe tries to kill Bond after he hears him calling Moneypenny to ask about the tattoo on Lippe's wrist. Later SPECTRE kill Lippe for screwing up- they're not interested in the car with Bond in it, or indeed who's in it

All that is on the screen and (you're not gonna like it, but it's true) in the novel too with a couple of changes.
