Oh Hopkins is too old and just doesn't care any more. I mean, he's in his 70s so it doesn't work to have a villain on his last legs unless its clear he has some evil son (not Scott Evil) waiting in the wings to upgrade it all, could work.
Hopkins wouldn't bring anything new to the table, to be fair the producers did try to with the last two villains but they seemed last minute bookings, but at least it was hey, wait and see what these guys do they're not on the radar.
Really it all depends on the script. My personal vision of the head of Quantum is sort of like Blofeld in You Only Live Twice. The novel, not the film. I want him to be a guy totally out of touch with reality. If not Hopkins, then Bruno Ganz would be a great choice.
IMO, the opponents in the last two films, Le Chiffre and Green (especially Green) were too weak, mentally and physically to make them worthy adversaries.
The problem with Greene is that they wrote him as a middle man. He seemed too much like a mere laison for Quantum. You could not possibly believe this little toad could be part of a such a powerful entity. I enjoyed Le Chiffre though.
I always thought Patrick Stewart would have made a great Blofeld (I can easily picture him in the Chairman Mao style suit stroking a cat).
While Austin Powers has probably seen to it that we'll never see something like that again in a Bond movie, I still think he'd make a good mastermind behind an organization like Quantum. I also think someone like Stewart would love the chance to play against type and be a villain. And of course, you'd get extra viewership from the Trekkies who'd see the movie multiple times if only to pick it apart.
Alternately, Stewart could also make for a good "M" since he's always been good at authority figures, and it would be a breath of fresh air after the extended Judi Dench "mothering" period we've had to endure.
I also hope the stakes are suitably raised next time and that Bond as a mission where he's battling the clock as much as the villain. Both CR and QoS proceeded at too leisurely a pace with final acts that had no sense of urgency to them.

What about if Money Penny is introduced as a double, she begins her career as secratary to M and double agent for Quantum, later Bond un-covers a horrible fact, Pennys a double agent. As a side story, Bond seduces her and turns her to the British side. Half way through the film she gives up loads of information to M, to which Bond finally has something to work with against Quantum.
Bond is then fired at the heart of Quantum, in a massive conspiracy theory, threw out his mission Bond is targeted and is almost assinated by four, seemingly unconnected suicide squads. Felix warns Bond that it seems M has malignant motives contrary to popular belief, Felix even offers Bond a job to take her down, Bond disregards this and tells Felix that he's off his rocker. And everytime Bond takes up one of M's leads they turn up dry and a hit squad almost takes him out as if they new to be expecting him, an intriguing pattern begins to form.
Anther suicide hitman atempts to take Bonds life, in his own home injuring his house keeper, May, simmering Bonds last ounce of patience. Bond prevents him from killing himself & wrestles information out of him and it turns out that M is the leader or at least affiliated with Quantum. Confirming Felix's earlier speculations.
Bond must work on his own with little help from Felix, by still completing his current assignment given to him by M so as not to arouse any suspicion from M and his own mission - find out of M has gone bad and if so eliminate her.
Too harsh? Maybe but, its time for something new.

I don't like the idea of M being a criminal but I think it's about time Mi6 itself is shaken to it's core. For too long we've it as just the place that employs Bond. I think it's about time the secret service was the center of a attention in a Bond film.
Just my Humble opinion but, Having Moneypenny as a turncoat from quantum and Mi6 turning out to be Full of the oposition ( Mabey in real life, But not in a Bond )Is simply getting far away from the characters Fleming created and had more to do with J Bourne and his take on the modern spy game.
With Fleming, Bond obeyed Orders,( he might not do it the way specified ) The secret service was the good guys,If you end up with a Service full of traitors which you can't trust,Just what Is Bond fighting to protect. I do realise I'm a bit of a dinosaur on this froum But Bond should always be On the side of Good fighting evil, clouding the waters in QOS with the Government letting Greene go to get their hands on some oil.If that was the case in the older Bond stories The government of the day would just of given in to the criminals demands.

This next film should just have M retire at the end of it, seeing as Judi Dench is going to make it her last. Perhaps her successor could appear in it a couple of times as well. Tim Dalton anyone? And like other people have already said, I also wouldn't mind having a henchman along the lines of Red Grant but one who doesn't die and would return in the next film or so.
